Couple the Resilience Lab in Norfolk with expanding the project’s education headquarters in Portsmouth, the Beazley River Academy at Paradise Creek Nature Park, where demand for environmental education is fast outgrowing capacity. Create a home port in Chesapeake for the project’s Dominion Energy Learning Barge while also providing seed funding for the final phase of cleaning up Money Point in Chesapeake.
